Forums supports 17 languages. MSDN/TechNet as a whole support 65 languages. When you go to the language picker you will (in most cirumstances) see a page that lists the larger set.
If you choose a language that is supported by the Forums, the "chrome" (i.e., page header, page footer, and standard text elements in the content area of the page) will change to your selected language.
If you choose a language that is not supported by the Forums, the "chrome" will fall back to one of the supported languages. In many cases that means the chrome will fall back to en-us.
Since Mexico (Spanish) is not one of the 17 languages supported in the forums, it is falling back. Apparently es-mx falls back to en-us, not es-es as one might expect.

I am not experienced with other languages, but all spanish language forums will have a url that includes "es-ES" instead of "en-US". You can change your language by selecting from the menu in the upper right (next to the "Sign out" link), but this only changes the language of the buttons and links, not the thread text or the forum. I have never seen anything in our "Settings" or "Profile" to specify language. I would suggest you save shortcuts to the forums you frequent, with "es-ES" in the url.

Good point! I think either extra languages need to be removed or the proper mapping procedure for Spanish, German and Portuguese languages needs to be in place.
