Yes it's true for all Microsoft Certifications.
Study guides help you prepare for the an exam, not provide you with the knowledge and experience required to pass an exam.

Indeed, hands-on experience is very handy when working towards a certification. Not only professional, but equally important is the stuff you do at home (setting up things, playing with configurations, etc...)

And there are some books that can help you study for your certification:
