windows 7 AMD athlon does not scale frequency APC issue

Hi Any one :)

I am using Windows 7 Evaluation Copy build 7100, and have an older laptop with an AMD Athlon XP 1800 processor that never does frequency scaling anymore like it happily did in windows XP.. is this a known issue and is there a workarround?
