Was Working but Now It Isn't

  I was pleased using Windows 7, but suddenly, after installing a new disk drive and restoring the boot partition, Windows 7 would seem to boot ok, but take 2 to 3 minutes in "Preparing your desktop" then the pale blue screen would appear, with a movable mouse cursor but no icons.  The windows key had no effect.  The only function that works is the three finger salute, logoff, shudown, taks manager.   Task manager showed no applications running and only four processes: CSRSS, TASKHOST, TASKMGR and WINLOGON.
