cannot delete hotmail account RRS feed

    I had a hotmail account about 4 years ago and since then i have stopped using it. Now i find out that it is sending spam email to friends and family and giving them viruses. So i try to delete it. Then i get told there is a microsoft points account attached to it. So then i try to delete that... (basically an xbox live account) and it cannot be deleted. so after 2 hours on the phone with tech support their only idea was to try to connect my xbox live account ( i don't own an xbox by the way) with a new email account so my hotmail account that is spamming everyone is not tied to anything else. That didn't work. so tech support has no idea what to do. How is it that a company such as micrsoft can screw up this badly?
