1) Is there any way I can change them within Project Server 2010 ?

Hi Andres,
You can do this using Project Pro 2010. But using PWA, you will not be able to change the resource cost rate at project level. But, using PSI and little but of custom coding, you can do it.

If I have understood you correctly, go to the resource sheet in PWA, and double click the resource. Then click the costs tab.
Think that's what you mean...

thanks, but I mean changing it on the resource assigment and that would be different from changing it on the resource only. many thanks

Sorry for the misunderstanding, as your question mentioned Project Server, but not PWA specifically. There is no way in PWA. I can't answer your second question.
