You can sign into the Office 365 Portal and create users (users and Groups) and make sure you check the option to assign a CRM license.
Will take a minute or two for the user(s) to sync to CRM
Then in CRM under Settings -> Administrations -> Users, open the User record and assign a Security Role.
On the Administration page you can also create Teams and assign them Security Roles
Then from an individual record, you can assign it to a new User or Team
