No "server reinstallation" option help!

Hello,
I need some help. My WHS primary hard drive crashed. I searched around and it looks like it's possible to do a "server reinstallation" which will recreate the boot/primary hard drive and tombstones while preserving the data on the other data drives, however when I boot from the CD I do not get a reinstallation option. The only option available is "New Installation".
How can I get that server reinstallation option? I have years of archives I'd like to preserve however the installer doesn't seem to want to give me that option.

Utter failure. The reinstallation recognized everything including the new system drive as drive 0, but then the stupid thing went and attempted the reinstallation on drive 2, one of the previous data drives. It completely destroyed the data, reformatting and repartitioning one of the 2 data drives. Ultimate fail.

To clarify -
My primary drive crashed, a 1TB drive. I can still access parts of it when connected to another PC but it has multiple bad sectors and is rapidly becoming unreadable. I removed it and inserted a brand new 2TB drive. WHS would not give me the reinstallation option. I created a single partition on the new drive and re-attempted, but it would still not give me the reinstallation option.
The new drive is indeed the primary boot drive. I have 2 additional data drives. After trying other things, I created 2 partitions on the new drive, labelled them SYS and DATA, and copied over the files and folders from the original SYS partition (some were corrupted and couldn't be copied). I still don't get a reinstall option. I'm trying to figure out what the conditions must be for it to be able to offer the reinstallation option. Thanks for any help!

Update:
I copied as much data off of the old dying drive onto the new drive. I also tried a different DVD drive to try to change the number of drives visible to the setup. I'm not sure which change worked, but the "server restore" option came up. I don't think it's the same as the reinstallation option since this one specifically said that all computer backups would be lost, while the reinstallation supposedly attempted to preserve backups. It just started, so I'll update with the results.
I sure wish the requirements for reinstallation were very specifically outlined somewhere.
