Even if you pass 70-649, you will not automatically earn the three MCTS certifications (70-640, 70-642, 70-643) until you earn the MCSE 2003 certification. Those are the rules. Your previous job experience means nothing to the certification process, other
than the fact that it will make it much easier for you to earn the MCSE 2003 certification. The experience referenced on the exam description is only shown as guidance to you.

As shown near the bottom of the page, of the seven (7) exams you need to pass to earn the MCSE 2003 certification, a previously earned NT4 MCSE certification would still count as as an elective exam! You would then only need to pass the other six (6) exams.
You didn't say you were an NT 4.0 MCSE, though.
You are correct - MCSE is being dropped in favor of the newer MCITP certification. MCITP is only earned when specific MCTS certifications are earned. There are two (2) MCITP certifications specific to Window Server 2008:

It would probably make the most sense for you to just prepare and take the Server 2008 exams to earn one of the two Windows 2008 MCITP certifications. It would take a lot less time, money, and energy.
