I'm wanting to use Azure as a lab environment that I can access anywhere. I this environment, I need to be able to test as well as to learn installation procedures, troubleshoot issues and so forth. I was thinking that I can also use Azure to be able to test out Citrix's NetScaler VPX appliance, but doesn't appear so.
Can anyone tell me if this is possible? If it is possible, can anyone point me in the right direction to make this possible? If not, any recommendations?

I am not sure if this will meet your needs, but there is a free Windows Azure trial available. You can try it out here: http://www.windowsazure.com/en-us/pricing/free-trial/.
There are also some ready made virtual labs that you can try out. These are available on Technet here: http://technet.microsoft.com/en-us/virtuallabs/jj679960.
