  The order doesn't matter, you will not get your MCITP without completing both papers.

  If the candidate is not already an MCP, will getting an MCITP automatically make them an MCP?

  As soon as a candidate passes their first Microsoft exam they will become a MCP.  The MCITP certifications contain multiple exams therefore a MCITP will definitely be a MCP.
