Must candidates seeking Gold collab and content take exam 70-667 before they can take 70-668?

The order doesn't matter, you will not get your MCITP without completing both papers.

As soon as a candidate passes their first Microsoft exam they will become a MCP. The MCITP certifications contain multiple exams therefore a MCITP will definitely be a MCP.
