Spastic cursor in VSS help

  When I open VSS help then whenever the cursor is over the help window it goes spastic.  By spastic I mean it cycles through pointer and waiting indications at a dizzying annoying distracting speed.  This does not affect functionality but it is really unpleasant.  Any ideas how to fix  this?
