E-mails from Custom Domain to hotmail Account Junk Folders

Hello,
I have a custom domain with an e-mail address (I use zoho as the e-mail server for this domain). If I try to send an e-mail from this account to any hotmail account (including my own hotmail account), Outlook puts it into the Junk folder. I tried doing a really simple e-mails (i.e., just a Subject: Test) and it still gets sent to Junk.
I want to understand what is wrong with my custom domain e-mail that Outlook rejects it as spam but when I ran the message headers through the Message Header Analyzer and it reports that the message is not spam:
Forefront Antispam Report Header
- Spam Confidence Level 0
- Spam Filtering Verdict NSPM- IP Filter Verdict NLI
Microsoft Antispam Header
- Bulk Complaint Level 0
The headers also say that DKIM, SPF, DMARC all pass.
How can I figure out what is wrong with my custom domain so that my e-mails to any hotmail account is not treated as spam? I can Whitelist my own hotmail account but that doesn't help when I try to e-mail someone else with a hotmail account.

I am not using Exchange or Offie 365 so those forums are not appropriate. The sendersupport.olc... is not a forum and I have reviewed those documents (many times) and I comply, as far as I can tell.
I just need someone to tell me why my e-mail is being treated as spam. I have all the headers and parsed them and I don't see why it is being labelled as spam (see original post).

Thanks Dan, but I don't think I am blocked because I don't get an error message (my e-mails just go to the recepient's Junk folder) so I don't think filling in the form is appropriate. It says "You will know you have been added to the list when you receive a response to a mail message that includes an error that looks something like this":
550 5.7.606-649 Access denied, banned sending IP [IP address]; To request removal from this list please visit https://sender.office.com/ and follow the directions. For more information see Email non-delivery reports in Exchange Online.
I never got this e-mail message so don't think this will help.
