Can't download KB913807, because of activation issues

Hi all,
Is it possible that I have reinstalled Office 2003 too many times in one year? I installed it back in spring of last year; then started having pc problems that caused me to do 2 reinstalls in the last 2 weeks.
Hopefully, my OS is stable now, but I cannot download KB913807 (download won't start) but all the other security updates installed ok.
I followed some prompts and wound up at the actvation page. I installed the activeX control; went through the actvation process and was told that I had failed.
Could it be because I installed office 2 times in one month?

A "Blocked VLK" is a Volume License Key that is valid, but was licensed solely to a corporation or larger enterprise/business. Blocked VLK's are Product Keys that Microsoft has received consent from the original owner to block usage of. A VL Product Key is non-transferrable to individuals.Friday, January 12, 2007 3:42 PM

I also tried to activate Office 2003 via the help menu tab, but it says that I am already activated.
I'm confused to say the least.

Microsoft Office Professional Edition 2003:
Validation FailedThe product key used to install Office has been blocked by Microsoft.
Never had this problem before.

I just installed KB925534 and KB925257, but KB913807 is not listed on the update site anymore. I checked add/remove programs and saw it listed there.
But now I can't install KB924085, and I am still failing validation?
