Now that I have purchased Windows Live OneCare, can I connect my @live.ca email address to my Outlook program?

You can only use your @live email address with Outlook using POP/SMTP if you have purchased a Hotmail Plus subscription. It has nothing to do with the OneCare subscription. However, you can access your Hotmail account in Outlook by using the Outlook Connector - http://www.microsoft.com/downloads/details.aspx?familyid=7AAD7E6A-931E-438A-950C-5E9EA66322D4&displaylang=en
