Fix It - Troubleshooter cannot proceed

I've tried several of the Fix It trouble shooters and they all fail with the message - The troubleshooter has experienced an unexpected error and cannot continue.
I'm running Vista 32 Home Premium with all the latest updates. I had installed IE 9 which is taking a long time to load and open Tabs.
Here are some of the warnings and errors I received -

The main Fit It screen shows a Green Check next to the fixes I selected and seems to have found nothing. Also The Fit It product seems to be taking longer to load than I thought it would. Any help would be appreciated. Thanks

Dear Hankl78,
Thank you for your interest in Microsoft Fix it tool. Based on your above described, it seems a net work proxy issue or a permissions issue you encountered, could you please try below setting steps:
1. On the Tools menu in Internet Explorer, click Internet Options, click the Connections tab, and then click LAN Settings.
2. Under Proxy server groups, click to select the Use a proxy server for your LAN check box.
3. In the Address box, type the IP address of the proxy server. (Note:please try type the same content with your "local proxy address")
4. Run Fix it Center tool as Administrator

Thanks Alex. Unfortuatly I haven't been able to find my proxy server. I tried my router ip address but that didn't work.
If you have any other ideas I'd appreciate your help. Thanks

I have asked for help on All programs, systems , performance, folders & files, possible duplicate systems etc. I need Microsoft to look into my computer, and just fix it automatically. As I have asked numerous times, to update & upgrade all of my drivers, connect my printer connection (Dell V313 ink jet printer), that worked perfectly about 2 months ago.
I do not know enough about how these different systems work, and I probably did something wrong.
Please fix everything, and let me know what you had to do, and then I what I need to ke.

Thanks. I'm sunning vista so things are a little different. I had my MATS services set as Auto-delayed but I changed it to Auto as suggested. My Account is setup for Network Services and the password is already there.
It still does not work.

I am somewhat familiar with a proxy server but after several looks using various "What's my Proxy Server" searches none is showing up for me.
I'm on a Verizon FIOS system so the must be good at hiding it.

Thanks for your posted.
Please refer to as following steps setting your Proxy Server on your computer.
1> Click on "Start," then choose "Control Panel."
2> Click on "Classic View" in the left column.
3> Open "Internet Options."
4> Click on the "Connections" tab.
5> Click on "LAN Settings."
6> Uncheck the options currently checked. These options are "Automatically detect settings," "Use automatic configuration script" or "Use a proxy server for your LAN."
7> When you finlished the setting please reboot your PC.
8> Run Fix it center again.
