Error adding reference to project

What did you try to add to the project [References]?

Sorry, I cannot understand the meaning of [add-on].
Would you insert a screenshot of clicking on the [add-on], or share it via cloud storage such as Dropbox, OneDrive, etc? Or please explain what/where is the [add-on].
Do you mean this?
If so, please provide the exact file name (with full path) which you want to add to References.

Thank you for your information.
And, sorry, I do not use Crystal Report.
I believe some one will provide solution, if you provide a screenshot where you are adding it. It does NOT mean a screenshot of error message.
# an Error message can only show a result, instead of a process you are doing.

What’s your project type? It is better to share the detail steps to reproduce this issue and I will try to test it in my side.
Refer to your description, it is about the Crystal Reports and it seems the SAP Crystal Reports SP 21 and higher is supported on VS 2017, please check this.
