Says cannot continue when starting up.

  When I turn my computer on and everything is starting up OneCare puts up a message that says it can not continue or it is blocked.  This will also happen sometimes when I am trying to open the program to do a scan.  What do I need to do so it will just start up and not say it can't continue or is blocked?
