my windows 7 keeps restarting after 2 minutes with no error message even in safe mode with networking

  I am on a different computer right now because my desktop keeps restarting every two minutes. I can use safe mode but my computer also restarts itself in safe mode with networking, what does that mean? I think I have a virus but without being able to access the internet I cannot install any anti-malware programs. I have Norton antivirus but in safe mode it can't seem to even do a scan, it just says 'initializing...' And never gets past that. I have tried recovering to an earlier point and tried deleting some suspicious programs, but I couldn't delete Babylon object installer which is the most suspicious program. What can I do?

  And I'm not sure what forum category to use, none seem to apply to this situation.
