Windows 7 Fails Windows Activation, but Passes Genuine Windows Validation?

I have an odd and annoying problem here. 2 problems I believe may have lead up to this. My problem is, that Windows 7 will not Activate via Windows, but it does pass Microsoft Genuine Advantage at http://www.microsoft.com/genuine/validate/. This machine previously activated fine, which is why I suspect the below may be my problem:
I had Motherboard & RAM issues (all new components). As a result, I have re-installed Windows 7 using this product key on this machine probably around 20 times or more (due to hardware issues and troubleshooting). I now finally have a stable system, but I can't activate Windows anymore. Prior to these hardware issues, this key was used on an old Pentium 4 system and activated fine. The hard drive from that Pentium 4 has been wiped and is now the hard drive in this new machine, the old Pentium 4 is no longer in use (so the key is still only being used once). I know that this was a common issue with Windows XP (had to call in to activate because it had been installed so many times), however, phone activation also did not work.
The only other thing I can think of, is that I lost the original media used to install Windows 7 on this machine, so I just used another piece of media I had. Thing is, I purchased 3 copies of Windows 7 Ultimate x64 OEM over the past few months for 3 new machines, and all the media (appear at least) to be identical, so I did not foresee any issues using the DVD from another Windows 7 Ultimate x64 OEM to install on this machine with this machines key, nor have I ever had issues doing such in the past.
This has really pegged me, as to why it will not activate, but if I click on the link in the activation message to investigate further, it passes validation and tells me my Windows is fully Validated (Windows validation was successful
Now you can take advantage of all the value genuine Windows provides, including extras!)
It is extra annoying that after all this troubleshooting just to get Windows 7 running on this box that it appears the troubleshooting has broken my key or reported it self as fraudulent due to all the re-installs. I've spent so much money and time on this one machine, to finally get it up and running well after all this ____, just to see my Windows key no longer working, is depressing.Friday, March 12, 2010 4:48 PM

If you activate too many times your key gets flagged so to speak, it is still good and you don't need to replace it however MS does not want on key used on multiple computers. To avoid this, do not activate when doing an install on new hardware or hardware that may be dodgy. You have 30 days from the day of installation to activate and I advise that you use atleast 29 of them if you think you may have a problem and have to reload.
The second problem is not a problem, it is designed behaviour. Window is genuine from the moment you install it untill the 30 days expires, at that time you must activate or your computer will fail validation. Validation and Activation are two distinct functions with differing behaviours but similar and sometimes confusing messages.
To fix this, before your 30 day grace period is up but after sufficient time to know wether you are going to keep this installation do a phone activation and be prepaired to explain about the hardware difficulties and multiple activations.
Even though you have OEM licenses, you should still be able to activate with that key, explain the hardware failure.

I tried activation by phone, which just said that it was not able to activate my copy of windows via phone at this time and hung up on me, no "talk to an operator" or anything...
Motherboard problems, followed by motherboard problems, followed by RAM problems, long story, lots of installs, but this is the only machine running this copy, same hard drive, just different motherboards and RAM.
I guess there's a possibility I mixed up my records, this diagnostic tool seems to think my key is Retail, so there's a chance that was the cd I lost. I'll have to double check and try again and let you know.
