The Key in use is still the OEM_SLP Key - which will never activate over the internet.
You have picked this key out using a Keyfider tool - NOT from the COA sticker.
The key used for internet or telephone activation MUST be the one from the COA sticker - If the sticker is not legible, then you shouldfollow Carey's advice to talk to the activation people, as they may be able to assist.

You can reactivate your Windows Vista installation by performing the following:
1. Click on the Start button and in the Start Search box type in: slui.exe 3
2. Press the Enter key on your keyboard.
3. Type in the 25-character Windows Vista Home Premium product key affixed to your HP PC
4. Follow the instructions for phone activation (no charge).

I used the link on the system properties page and entered the product key and it begins to activate and gives me an error code 0xC004E003. If I try the slui.exe 3 solution I get the same result. It doesn't give me a phone option other than a generic help page. I called HP several days ago and their solution through the normal support channel was to use a recovery disc and start over. I would prefer not to go that route, but can if that is the solution. The COA sticker is no longer readable so the only product key I have is the one that is partially listed above (I have the remainder of it)

Download and install HP Notebook System BIOS Update [sp54629.exe]. Then restart your computer two times. Let us know the result.

You may also try the below steps:
1) Open an Internet Browser window.
2) Type: %windir%\system32 into the browser address bar.
3) Find the file CMD.exe
4) Right-Click on CMD.exe and select 'Run as Administrator'
5) Type: net stop slsvc (it may ask you if you are sure, select yes)
6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
7) Type: rename tokens.dat tokens.bar
8) Type: cd %windir%\system32
9) Type: net start slsvc
10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
11) Restart your computer twice.
12) You will be required to enter the Product Key and Reactivate.I have seen that when people follow the steps, Windows will usually accept the product key (during step #12) even though it had previously been rejected using the Change Product key link and/or slui 3 process.

I updated the BIOS per Carey's suggestion and restarted twice. No change.
I then followed Darin's steps, restarted twice and entered the product key. It now gives me an error code of 0xC004F063. Software licensing service reported the computer BIOS is missing a required license.
The laptop then logs off. Help please?

I have searched and searched and I cannot find the Windows documentation from when I purchased the computer 3 years ago.
