Mapping Option Sets - Can it be done in a Process

I have 2 entities. One already has an Option set, Entity A, not global though. I created a new field for the other entity, Entity B, and did the below.
1. I made sure all values and names of the options were the same
2. mapped the 2 fields under Customization > 1:N relationships for Entity There is a current Workflow where when fields on Entity B form are edited and saved, it updates other fields on Entity A's record. When I open this workflow and try to enforce this update, the option set of the other entity is blank. I can't map/update these two fields together. Not sure what I'm missing. Thank you!

If you have a lot of data in the local optionsets that might not be the answer...

User same Global option set on both the entities then do the mapping you will never have issue with missing option.

Yes, for new records but not for legacy data.

Historic data should be updated after making this change.
