I've done some research on this error with varied results, few of which seem to fit my causes or symptoms.
I work in a tech support office, and somebody brought their Windows Vista laptop in to us. It is running Windows Vista Home Basic, and Control Panel would not open. This is a legitimate version of Windows, and before everything went wrong, MGA Diag verified it as genuine. After trying a few solutions we found online, with no progress, my work colleague switched the startup type of the Software Licencing (slsvc) process. This resulted in the machine no longer being able to boot into non-Safe Mode Vista. It gets as far as logging in to the default user, when it springs up the error "A problem occurred when Windows tried to activate. Error Code 0x80070426.". After the error is closed, it logs the user back out. Further attempts to log in again result in the same error. Even when the Software Licensing process is switched back to automatic startup, with user Network Service, the error continues.

You've hit the nail on the head. The error 0x80070426 = Software Licensing Service is not running.
Vista uses this service to check itself and confirm it is Genuine. When the service is stopped, Vista is unable to confirm it's own Genuine status and may show Genuine or Non-Genuine. The fact that the Service has stopped is also, most likely, the cause of other issues you may be experiencing (such as not having access to the Control Panel).
I would normally start off by explaining how to set the service to Automaticly start at Vista Start-up, but it sounds like you have already tried that.
The only other set of steps I can provide is how to Force Start the Service.
Note: If after you have followed the below steps, you receive any error, then the the problem has escalated from a Licensing sub-system ("My Vista is showing as Non-Genuine") issue to a Vista core system ("I can not get a Windows Service to run") issue and I would need to direct you to Vista support at http://support.microsoft.com.
If you have access to the Start button:
1) Click the Start button2) Type: cmd in the Start Search field
3) At the top the Start window, you will see cmd.exe
4) Right Click cmd.exe and select Run as Administrator
5) Type: net start slsvc
If you do not have access to the Start button:
1) Click the option that launches an Internet Browser2) A Browser will open, type: %windir%\system32 into the address field
3) Find the file cmd.exe
4) Right Click on the cmd.exe and select Run as Administrator
5) Type: net start slsvc

Thanks Darin,
Unfortunately, I have already tried your suggested solution, which begins to start the service, but ultimately results in an "System error 5 has occurred. Access is denied." error, even if I'm running an elevated command terminal.
I will try following your link and requesting their help there, but I will keep checking back here in case you have any ideas.
