Standalone Server 2003 Smart Card windows Authentication

  I have an install of server 2003 R2 sp 2. I am not connected to a domain and have no access to AD. I want the local users of the machine to be able to access the server via smartcards. The smart cards that I wish to use are DoD issued CAC cards. I am using the DoD specific software ActivClient CAC for the third party software and CAC card reader. Is it possible to import the DoD root certs and have the user authenticate off their CAC card for local access?
