Lots of MCTs are freelancers. They teach for anyone who hires them to teach a course, which may or may not be a CPLS.
They can deliver MOC training either at a CPLS or at a customer site, as long as it is a private class for that customer. What is not allowed to the individual MCT is to teach MOC in public classes. Only the CPLS are allowed to offer public MOC training.
How would one order the MOC manuals? Unless this has changed recently, they could only be ordered through a certified partner. This could be any partner, not necessarily a CPLS, but the CPLSs get better prices than the rest of partners. I remark that this
was the situation some years ago; it may have changed since.
On the other hand, the VMs may be a problem. I believe that only the CPLS are allowed to install the VMs for the students, so a course being taught ouside the control of a CPLS would need to provide an alternative practice environment. Please correct me
if I am wrong on this issue.
Lastly, MTM is a separate company that provides online evaluations for the courses. CPLSs are required to register their courses in MTM and provide a link to the sutudents so that they enter the evaluations. The results are then available to the CPLS and
to Microsoft. MCTs also get their own private access to MTM, and they can (optionally) register into MTM any courses they teach. There is a requirement, when renewing the MCT credential, of at least one course having been evaluated through MTM during the previous
year.
