I can't repro. I can't get the old TechNet branding required to see this bug. I tried all the links in this thread.
Can anyone repro today?

I haven't experienced this issue since late Sunday night. The forums have looked normal since Monday morning for me (including during the time I was seeing the MigrationUser issue last night).

Confirmed also on IE9. I remember seeing this briefly about a month ago, then it went away.
When I saved this image I found the one I saved when I saw this last. It is dated March 13, 2013, and is identical. So it was 2 months ago. Notice you can barely get at the controls to change language or sign out, and you need to know what they are.

It seems to come and go for me, but I'm seeing the same thing.
I was able to make it go away using the Developer Tools, CSS tab. E.g. in RequestReducedStyle.css uncheck #megabladeContainer styles. I'm not sure what the minimal set will be to provide a fix. While I was experimenting I was finally unable to get a repro, e.g. the bar was eventually rendered in the right place after a Refresh of a TechNet page (an arbitrary TechNet page). If I see it happen again, I may continue the quest to find a minimal set. FWIW I think you can ignore styles which only involve text styling; e.g. I suspect only attributes which change size and position will be significant for this problem.
