Cannot update or activate Vista 64 fresh install

Question
-
I cannot activate windows vista 64 Home Edition. I get the error code 80072f8f.
I get the same error when I try to run windows update as well. I followed the steps outlined here: http://support.microsoft.com/kb/929458
and still I have this problem. I thought perhaps my router was to blame so I bypassed it and hooked up my comp directly to cable modem.
Any ideas on what can be done about this error would be greatly appreciated. I am currently downloading service pack 2 in attempt to resolve.
Output from Mgadiag.exe follows:

OEM System Builder versions of Windows must be Activated by Phone
What happens when you try Activating by Phone?
Thank you,
