MCC recognition confusion

Question
-
After years of reaping the benefits of others' postings in these forums, I am coming from behind the curtain to start paying forward. Of course, it's foolish not to optimize "collateral self-benefit" for service to the community. Apparently I was never eligible in past years a government employee anyway.
This forum is answering many questions. It took me awhile to figure out my Answers/Communities and TechNet/MSDN activity will not cross-pollinate for recognition and accomplishment badges.
So my confusion now is that on this TechNet page about MCC recognition:
http://social.technet.microsoft.com/wiki/contents/articles/4827.how-to-become-an-mvp-or-mcc.aspxit says the MCC page is now located here:
http://answers.microsoft.com/en-us/badges/mccwhich is an Answers forum page and makes no mention of recognition for TechNet/MSDN achievements.
So, do worthy TechNet/MSDN contributors still get awarded as MS Community Contributors? I would think so, otherwise there would be a perverse incentive (for those so inclined) to abandon the TechNet/MSDN forums (yeah, right).
Is there maybe another page that lists TechNet and MSDN MCCs? What am I missing?

There's also this page but link at bottom seems to go no where.

You can send an email asking them at fissues [at] microsoft [dot] com

There is a TechNet article explaining path of getting MVP and MCC. I tried recently updating this article but it ended in error.
Anyway, right now the MCC title seems to be automatically attached to all MVPs and none of the people who are not MVP but answering a lot of questions has MCC title.
Therefore I conclude that this program is dead right now / not functioning as it was supposed to function.
BTW, I just verified my message in terms of 'none' usage as I was not 100% sure which form of the verb to use:
