There may be an issue with the One Care installation. With the One Care firewall off you should have a red "At Risk" status not a yellow "Fair" status. You might try the firewall repair tool - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=2468376&SiteID=2 but if that does not resolve the issue I suggest uninstalling One Care, run the install cleanup tool - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=828910&SiteID=2
then reinstall One Care.

Is onecare reporting that you need to turn on your firewall each time you turn on your computer?
Or another application is telling you so?
By default if you have onecare on your system, onecare will take care of your firewall, so the windows firewall be off by default.

OneCare won't tell you to turn on the firewall. It *will* throw an error that the Firewall is off and can't be turned on in the event of a problem. The OneCare icon will then be red. If you have a shield in the system tray with a red X in it, that would be the Windows Security Center warning.
Does the message go away on its own or do you then need to open OneCare and click the button in Actions to Take to turn on the firewall? If the firewall then turns on and stays on until the next reboot, something is preventing the firewall from starting when the PC boots - possibly due to many other programs and services beginning with the PC booting, causing a resource issue.
