We're currently doing an upgrade to the site and we should have it in tip-top shape in just a few moments. Sorry for the Css issues.

That good to know, but it would be nice if there was some more obvious thing like a big banner across the top of the page saying site is upgrading and you may experience "issues" while using it. Or if you can do real time updates without impacting the user experience just take it down for the time needed and put a default info page up while its on going. Either other these are very much acceptable and doesn't waste a users time trying other browsers and systems to see if they are having the issue or if it is the site.
