How to convert a .exe file to .iso file

Hello everybody,
i want to convert a exe file to iso, not to put a exe file into a iso, i know how to do this, i want to convert the exe into a operating system iso image.
Don't ask: "but, how do you will save the data to files?", so, if you will make a software, that loads virtual machines and saves the data from the virtual machine into the iso, not a vmdk file, you will see file in it.
Don't say: "but you cannot do that without making a real operating system." and don't say: "Use susestudio.com", because you cannot change the files you want to start with, you cannot change the file types, you cannot change anything, except softwares, logo and desktop.

What do you want the ISO to do? It's a bit odd to want to convert an exe file into an ISO, because ISO files are...
... an archive file (also known as a disk image) of an optical disc, composed of the data contents of every written sector of an optical disc, including the optical disc file system.
And also,
images can be used to write optical discs
So if someone selects your EXE-ISO, and writes it to a CD or DVD, what would you expect the result to be? If the result is your EXE file on the disc, simply create an ISO containing your EXE. If you expect something else, could you please explain what (and why)?
