I moved your post from the "off topic" folder where you posted. Are you getting this when trying to open OneCare? If so, it is likely due to a corrupted .Net Framework on your PC.
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.

To remove a corrupt .Net Framework install, use this tool:

One care is now responding on it's own. I looked for Microsoft.Net Frameworks 2.0 in my installed programs and do not have it. I am running Vista. I might also mention Windows Defender is not responding. Does OneCare interfer with this program?

On Vista, .Net Framework is v3 and it is part of Vista, so you won't see it in the Programs list. If OneCare is now working, don't pursue the repair option.
Defender is disabled by OneCare as the protection of Defender is included in OneCare. So, don't turn on Defender manually.
