Using REST API to create a repository in Azure Devops geting Status: 203 Non-Authoritative Information

  I'm tying to use REST API to create a git repository in Azure Devops, Using postman tool to check connectivity but getting error 

  Status: 203 Non-Authoritative Information,  I'm using Basic Auth (my credentials)to connect. Any  idea how to trouble shoot.
