Unable to open downloaded JPG files

I am unable to open downloaded JPG files I transferred from a thumb drive into the Pictures folder. I get the following error: "This app does not support the contract specified or is not installed." I'm using Windows 8, and not sure what the issue is that is preventing me from moving forward.
