How can I get the index values of the time zones?

Hi there!
I've got an actualized list of all the time zones around the world, but now I'm trying to get the index values associated to them.
Is it possible to achieve that with the cmd prompt? Is there any other possible way?
All the help would be much appreciated!

Those are the old ones, but some time zones have changed. That's the reason I want the new ones! :)
