    First, DE doesn't "balance" anything.  It makes a pass every 60 minutes and it checks to see if files are left open, checks to see if all files in shares with Folder Duplication turned on have alternate shadows (and it creates them if there isn't), and some other functions.  But it does not "balance" in terms of evenly spacing data out across all drives.

    Having said that, if you want to force DE to make a pass over your data, the easiest way is to enable/disable Folder Duplication on a share.

    No. Balancing is a misnomer, WHS doesn't balance files across drives a la Raid. It in essence it will try to nearly fill one drive, before moving on to the next drive. The documentation, here, or here, might help explain it.

    You mean to make it so each drive has roughly the same amount of data on it?  No.  WHS handles all of the files however it wants.  You can't change that.
