Virus and spyware monitoring won't turn on RRS feed

    My virus and spyware monitoring wont turn on, and my icon is red and I get a reminder every time I log on, saying "Virus and spyware monitoring is turned off. This PC may be at risk from Internet threats". Beside the error I can click on "Turn On", but when I do I am told that OC cannot change the settings at that time, and to try again later or restart. I have tried restarting several times over several days with no success, and also running the virus and spyware repair tool, also with no luck. Any help appreciated.
