What disks did you use to reinstall the system?
The Key in use is the OEM_SLP Key which will ONLY work when used with the manufacturer's Recovery disks (and is blocked from activation as you've found out).
If you used any other disk, you will have to use the COA Key on the sticker on the machine's case, and probably activate by telephone.
