The OneCare firewall needs to have the program you are running on that PC added to the allow list. Each time you recompile that program, it needs to be added to the allow list once again as it is a new program.
If the program is external and is making a connection inbound, you'll need to allow the ports/protocols used for inbound traffic through the firewall and also add the listening program if it is not a standard service/program.

I have a related issue, ending with the same message.
What i want to do: work in DC with the Group Policies Result and add a cumputer. With the firewall off there is no problem, the computer is visible, but if the firewall is active, even i allow in the firewall exceptions list the ports 135 and 445, the RPC still refuse to work
I already try the workaround with GPO: Computer Configuration/Administrative Templates/ Network/Network Connections/Windows Firewall/Domain Profile -> Allow remote administration exception.

Stefan, GPO isn't used with the Windows Live OneCare firewall. Are you using OneCare?

Hi Stephan,
If you read the question the way I did, this guy has a client workstation with OneCare on it. From the server he wants to perform GPO adminsitration by running a tool, GPO Results. This tool uses RPC and the WMI services on the target client to perform the query and to communicate the results. OneCare is interfering despite ports 135 and 445 being open and the 'remote administration exception' have been accomodated. So the next question is ...What next?

Hi, Dale. In the original post, yes, he was using OneCare. However, he did not state that the ports were allowed on the client PC OneCare firewall settings. I assume that you are encountering the same problem and have opened the ports as described. If that is the case, then the best that I can offer you is to go to support for assistance with tweaking the firewall. It would seem that opening the ports in advanced and making sure that the network is identified as work or home with no additional network active network connections should allow it to work.

I was responding in regarding to your response to StefanBad - yes GPO Results issue is a branch off the original post; however, there are no other threads in the OneCare forum (or anywhere I've found) that address this issue-bug. This is as good as it gets to resolving RPC and WMI related buggy behavior with OneCare.
Is this an issue I'm going to waste hours of time with post-pong support? NO There are quicker ways around the problem. If you want to resolve the bug you have enough information to both replicate the issue and then fix it. The forum is all about exchanging information. Use my provided information or not as you wish.
Ports of 135 & 445 are open and network type is Work but yet still not working.
With OneCare in the twilight of its existence, I've little interest debugging it. That is unless someone wants to suggest its life may be resurrected in another upcoming and yet to be seen product. Any chance of that?
BTW - forum spellchecker evaluates OneCare as mispelled :)- Edited by Dale DU-IT Monday, February 16, 2009 7:56 PM

LOL on the forum spell checker. :-)
The other post to the thread was from someone not using OneCare, though I agree that the problem does appear to be with OneCare in the original post and in your situation.
And, apparently the quickest solution/workaround is to disable the OneCare firewall. And, if I were in your shoes, I wouldn't chase it with support either, since OneCare only entered the world of GPO when OneCare for Server and a 25 seat license was introduced. Normally, OneCare doesn't exist on a PC in an environment where GPO is being used for remote PC management. I'd dare say that it isn't used in most OneCare for Server situations, either, if at all, based on the lack of traffic on this thread or issue.
