Unable to run IP over usb for windows phone.

Hi,
Recently i have just tried to install IpOverUsbInstaller win windows 7 professional for windows phone 8.1.
But at time of installation i get error. Its seems that -" Service 'windows phone IP over USB transport (IpOverUsbSvc)' (IpOverUsbSvc) Failed to start. Veerify that you have sufficient privilages to start system sevices."
Why i have got this problem?? how could i solve this??
I have tried to start this from the services but it shows -"The windows phone ip over usb (IpOverUsbSvc) service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs ."
But i have skipped this and looked for use wconnect.exe usb from command section . I opened the command window and typed - wconnect.exe usb and press Enter but got error --"The procedure entry point EventSetInformation could not be located in the dynamic link library ADVAPI32.dll" . How can i solve the problem??
