As Karmin has implied, the Key in use here has been Blocked by Microsoft for some reason - usually this reason is abuse, but I suspect that in this case the vendor claimed a refund on the Key, and it has therefore been tagged as 'Returned'.
You need to take this fraud up with your vendor, and if necessary, the authorities.
