Dear Microsoft Support,
I’m having issues with my Windows Validation, I keep getting an error that “You may be a victim of software counterfeiting”. This is on an OEM licence of Windows on my laptop that I’ve had for over a year. The errors only started recently. At the bottom-left of the Windows Validation error I get code [0x80070426].
On top of that I’m getting the following (possibly related) symptoms:
1) Control Panel won’t open. That is to say, when I try to open it, it flickers for a millisecond before closing again.
2) I can’t print anything from any program on my laptop – the error says it’s a configuration issue but I haven’t changed my configuration and I have no trouble printing a test page from my laptop.
Things I’ve tried:
1) Rebooted. No luck.
2) Run a virus scan from McAfee, which I’ve had installed and protecting my computer all along anyway. No viruses or spyware.
3) Run the Windows Live OneCare safety scanner beta – No viruses or spyware, although some registry items, nothing serious.
4) Run “net start slsvc” as an Administrator. When I do this I get “The Software Licensing service was started successfully” with no errors.
5) Run the Disk Cleanup service, although all it did was suggest some things for me to delete.
6) Used the Microsoft Diagnostic site at “http://www.microsoft.com/genuine/diag/” – It passed all tests (I run Firefox but I’ve installed the relevant plugins).
7) Run a system scan from the Command Prompt as Admin, using “sfc/scannow”. When I did that it got to 20% verification when it stopped with error:
"Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.log windir\Logs\CBS\CBS.log"

The problem is that your Vista's Software Licensing Service has stopped. Vista uses this service to check itself and confirm it is Genuine. When the service is stopped, Vista is unable to confirm it's own Genuine status and may show Genuine or Non-Genuine. The fact that the Service has stopped is also, most likely, the cause of other issues you may be experiencing (such as not having access to the Control Panel).
Normally this is not a big problem, since you can just restart the Service. However, you have stated that then you attempt the 'net start slsvc' command, the service says it does starts (but from experience I know that after a few seconds, the service stops again).
The Software Licensing Service (itself) is part of Vista's anti-piracy sub-system, but the system that controls running (starting and stopping) Services is a core Vista system that is supported by Vista support (http://support.microsoft.com). We (WGA) do try to help resolve this type of issue, as best we can, but we are limited with systems we don't have direct knowledge/control of.
In your case, the behavior that you describe has, in the past, been usually caused by a malware infection. You mention that you have done a Anti-Virus scan, but I do recommend scanning with more then one Anti-Virus program.
You may also want to contact PC Safety. They are a group at Microsoft that provides assistance with malware infections. In addition to talking to one of the PC Safety techs, they also provide the OneCare Safety Scan for Windows Vista http://onecare.live.com/site/en-us/center/whatsnew.htm that you may want to try.

As I mentioned in my original post I actually did try the OneCare Safety Scan (Number 3 of the things I attempted - although I admit my post was huge so I don't blame you for overlooking it).
So I've already scanned the system through McAfee and Safety Scan. McAfee has been on and protecting my system the whole time too. Do you still think it's malware? I don't care to install a program like Norton, I'm already paying for McAfee. Do you have any suggestions for a free antivirus? (I've already ruled out Conficker as I ran a program specifically designed to find and remove it).
Is there any reason you can think of for the System Scan I attempted to crash at 20%? Is this also consistent with the malware theory?
In the meantime I will get in touch with Vista support and hope they can help me.

Hold the phone!!
I just found out that I have to pay £46 just to get any answers from Vista email/chat/phone support - not including "Advanced Support", whatever that is. That and there's no guarantee they'll actually help me. That seems a bit unfair! Don't they have a "free" option like this forum?

Yes, there is a set of forums called Vista Answers http://social.answers.microsoft.com/Forums/en-US/category/windowsvista/. There are community posters (usually Microsoft MVPs) as well as Vista Support Professionals that provide free support and answer questions.
Unfortunatly, due to policy, I'm unable to recommend non-Microsoft software. However, there are a few Anti-Virus software that comes in a free or trial version as well as a number of shareware Anti-Spyware programs available out on the internet. The best way I have found to select good free software is that when you find one you want to try, do a search of the software's name plus the word 'Review'. You should find a number of reviews of the software, look at the comments section of the review pages, to get a general feel of what other users think of the software. if it have generally good responses, use it, but be wary of software with generally negitive user comments.
As far as I understand, the reason why the system scan stopped at 20% is either the portion of Vista that controls the scan is damaged or possibly the scan is set to stop the first time it finds corruption that it can't repair. I'm don't know enough deep details about the sfc/scannow command, to know for sure. But either way, I think that fact that the scan found corrupted Vista files, is really the key to the issue.
As far as if it is a Malware infection or not, I don't know for sure. I just know that past users, that has an issue, with the same sort of symptoms as yours, found that it was caused by an infection.
