why when "safe senders only" I still get junk mail?

  I have safe senders only checked in Outlook 2013 options, yet it does not seem to do any good.

  I have a fairly large safe senders list, and same for blocked senders. I doubt if the blocked senders list even works.

  I even get e mail from international mailers most of it comes through.

  I read Central "Safe Senders" list doesn't get applied does that apply to Outlook 2013

  What can I do?
