i am using a sbs 2003 r2 i am not able to use full five user of this oprating systems

  we are useing a ibm x3600 server  and the os is windows 2003 sbs r2 premium edition  includes 5 cal's licenses

   

  but from the day i install this os on my systems i am not able to use full five user thro rdc and not in another pc only 2 user are work  at a time
