You may think it's OEM - but it's actually Retail! Well over half teh software bought on eBay is counterfeit. The Key was actually produced by a KeyGen program, rather than by MS
If you received high-quality counterfeit materials, you may be able to send them to Microsoft for complimentary replacement.
Go to www.microsoft.com/genuine and click on the Validate Windows button. When Validation fails, look for the links to apply for the Complimentary Replacement Offer. You will be asked to submit a report and will be given a mailing address to which you send the counterfeit materials.
If you do decide to apply for the complimentary offer, please keep us posted regarding your progress :-)

Hello XCrossWindsX,
In addition to the complimentary replacement option that Noel told you about, if you are still within the eBay/PayPal dispute period (usually within 45 days of purchase), you can also open up a dispute thru eBay to get your money back from the seller.
If the Dell Latitude C610 computer still has a Certificate of Authenticity affixed to it (on the bottom), then the laptop is still licensed to run the version and edition of Windows listed on the CoA. Use this page at Dell to order a replacement OS installation disc: http://support.dell.com/support/topics/global.aspx/support/dellcare/en/backupcd_form?c=us&cs=19&l=en&s=dhs&redirect=1
