Win Vista 64 Bit - Can't run any fix-it tools -errors out.

Question

I have an HP DV9700 Laptop (2.5 Ghz Core2) with Vista64 Ultimate that had been running very slow. (we're talking 486-66 slow)
We removed the A/V client and prevented most items from starting at boot but we are still looking at a 10 minute bootup.
We cleaned the system and registry with the latest Ccleaner.
We Ran full scans with Kaspersky 6.0, Malwarebytes AntiMalware, SuperAntispyware, and windows defender. (previously scanned with AVG 9 enterprise). Everything came back clean except for the usual cookies and false positives.
Tried installing windows updates - 26 important and 36 optional. Selected all and proceeded. Unbeknownst to me it has somehow elected to install all of the foreign languages as well so the update ended up being 62 packages and 1.166 GB of download. The download finished after about 4 or 5 hours and the install started and was then bogged down by the languages. 17 hours later it was only on 17 of 62 updates installed. I cancelled and then rebooted. Ran a disk check, reset the BIOS, and booted back up. A service pack finished installing and then the system slowly booted.
The computer booted directly into "Startup Repair" but ran for an hour without going anywhere. When I told it to stop it allowed me to view it's report and it had went through and passed may tests but was stuck on the EVENT LOG and had been stuck there for 99% of that hour.
I then rebooted normally.
FIXIT
I then went to http://support.microsoft.com/fixit and tried running the fixit tools. Each of them errored out with "Fix it Center Setup encountered an error. An unexpected error has ocurred. Please close and try to run Setup again later."
I then rebooted and pressed <F8> and booted to safe mode with networking. I tried the install again with the same error.
I then scheduled a disk check and rebooted, used <F8> to boot to safe mode with networking again ...but this time it has stopped at "\windows\system32\drivers\crcdisk.sys" and stayed there for the last 20+ minutes. I'll give it a another 10 minutes and then reboot if it doesn't move on.
WHAT CAN I DO TO GET FIXIT INSTALLED SO I CAN FIX THIS PC ?
BTW..the machine runs fast in safe mode.

After 30 minutes the system booted to Safe Mode with Networking. It complained about an HP add-on when I started Internet explorer so I told it to permanently disable the add-on.
Tried to run the fixit for "Fix Windows system performance problems on slow Windows computers" (mats_run_performance.exe) and it said
"Fix it troubleshooting cannot continue because an error occurred."
"We're sorry, but Microsoft Automated Troubleshooting Services failed to install. Please try again later."
I then tried running "Hardware devices are not working or are not detected in Windows" (mats_run_devices.exe) since the touchpad scroll doesn't work.
I got the same error.
I then tried to save the mats_run_performance.exe file on my desktop and run it from there but ended up with the same results.

Does anyone know if kaspersky Antivirus 6.0 for Windows Workstations should be blocking it ?
I de-selected the following during installation of kaspersky to prevent these types of issues :
Mail Anti-Virus
Web Anti-Virus
Anti-hacker
Anti-Spam
kaspersky Administration Kit Connector
WILLING TO TRY ANYTHING SAFE AT THIS POINT.

.net framework has been installed.
i also have windows lie account and signed up.
