As you haven't stated your previous MS certs or experience, my opinion is based on this one exam.

I would say aim of the MCSA: Security, you've already passed one of the security requirements, so all you need are the following:

    1. A client exam: 70-270 or the 70-620
    2. A server exam: 70-290
    3. A network exam: 70-291
    4. Another security exam: I would say go for the Comptia Security+ (they don't expire)

That way, you gain a Comptia credential, the MCP, the MCSA, the MCSA: Security, as well as the MCTS that you've already gained with the 70-351.

Server 2003 will continue to be used in environments for a good few years yet (extended support doesn't end for another 5 years time) and after you gain the MCSA/MCSA: S you can always upgrade to the MCITP: Server Admin when you're ready :)
