Error running fixit center

  I have successfully downloaded windows fixit center (several times), but when I try to run it I get error code 16977921--2146959355.

  I have recently reinstalled windows for the second time in two weeks, upgraded to through sp3. I am disgusted because I feel like if Microsoft gets to download whatever files it needs and configure my system to its suiting, then when finished, its programs out to work.
