My Web Page not opening on IE 8, but opens nicely on Chrome. Why?

  Many of the pages on my website with frames are not opening at all on IE 8. They are opening fantastically on Chrome. For example see this link: http://www.vvv03.com/spiritualdis.html. Can anyone explain why, please.
