    The information  inside the installation can always be changed by whoever has admin access to it - so your question is the wrong one.
    correct question would be 'who owns the license for a Windows installation?'
    The Answer is 'the person who owns the Proof of Authenticity or Certificate of authenticity label'
    In most cases that is the owner of the PC itself, since most PCs are manufactured by large OEM's , and they MUST stick the Certificate of Authority label on the outside of the PC before shipping.
    For Retail Licenses the Proof of Authenticity is in the packaging with the disks. For Internet download versions direct from MS/Digital Diver, then it in the email confirming purchase, and containing the Product Key.
    System Builder licenses are where the system breaks down a little - too many licenses are sold and bought contrary to the license agreement (usually unknowingly on the part of the purchaser), but the License's key requirement (pun intended)  is System Builder stick the COA label on the installed machine - and it then becomes an indivisible part of the machine.
